Petrochemical companies spare no effort to resist consecutive strong typhoons
Typhoon "Bebigia" had just left when Typhoon "Prasun" followed closely behind. In recent days, petrochemical enterprises in Jiangsu, Zhejiang and Shanghai have been making all-out efforts to do a good job in flood control and typhoon prevention, ensuring the stable operation of production and the safety of equipment and personnel.
The enterprises under Sinopec, including Shanghai Offshore Oil and Gas Branch, Shanghai Petrochemical, Gaoqiao Petrochemical, Zhenhai Refining & Chemical, Yangzi Petrochemical and Shanghai Petroleum, have been making all-out efforts to carry out emergency duty, inspection and reinforcement, rescue and relief, and evacuation and resettlement. They have adopted multiple measures to build a solid defense line against typhoons and floods. They have strictly implemented the 24-hour duty system and the leadership on-duty system, strengthened overall coordination and monitoring and early warning; arranged for crude oil tankers to berth and unload in advance, and organized the orderly evacuation of personnel engaged in offshore operations; suspended construction and unloading operations during the passage of the typhoon, reduced the number of personnel on-site, and ensured the allocation of emergency forces.
In addition, they have intensified equipment inspections and drainage channel cleaning, as well as the reinforcement of large-scale equipment and facilities, supports, canopies, etc., and carried out special inspections in key areas such as docks, water stations, and tank farms. They have also ensured the logistics scheduling to guarantee sufficient oil products and emergency supplies at frontline depots and stations, fully supporting the supply of energy and essential goods during the city's fight against the typhoon. Moreover, they have coordinated and linked production scheduling, safety and environmental protection, and equipment operation, resolutely ensuring the orderly operation of production and business, stable energy supply, and the safety of personnel and equipment during the typhoon passage.
CNOOC Shanghai Branch adheres to the safety red line of "putting people and life first", and adheres to the bottom-line principle of "preventing even if there is only a 10% chance of a 10% risk". It has strengthened regional joint prevention and control. Before the typhoon arrived, it carried out typhoon prevention work in accordance with the typhoon prevention plan, and used 60 helicopter sorties and 10 ship voyages to safely evacuate 1,472 employees from the sea to the land for shelter. At the same time, the company resumed normal operations immediately after the typhoon's impact ended, minimizing the impact of the typhoon on production and operations.
In the face of continuous strong typhoons, China National Petroleum Corporation Northeast Sales Company has strengthened the organization of oil products and safety control, and is sparing no effort to ensure the stable supply of oil resources to the market. As of now, the company has dispatched over 400,000 tons of oil products to regions such as Shanghai, Jiangsu and Zhejiang this month.
Meanwhile, the Northeast Sales Company of China National Petroleum Corporation has intensified the inspection of key areas and critical parts of its oil depots, checked and cleared the drainage facilities system, and conducted re-inspections of the highway fueling areas, wharf areas, etc. It has also organized the positions of Nanjing Sanjiangkou Oil Depot and Ningbo Oil Depot Wharf to suspend outdoor operations and use video monitoring systems to remotely check the conditions of the depots.
In addition, the Northeast Sales Company of China National Petroleum Corporation has implemented the "one province, one policy" operation plan, coordinating with provincial and regional companies such as Jiangsu Sales, Zhejiang Sales, and Shanghai Sales. They have closely monitored inventory levels and market demand dynamics, and made early preparations for resource allocation. Before the typhoon made landfall, they promptly replenished inventories.
To fully ensure the safety of production in the chemical industrial zone, all member units of the flood control headquarters of Shanghai Chemical Industry Park and enterprises within the zone have made thorough preparations to fight the typhoon and defend the "boundary" of the park. More than 320 emergency response personnel from the member units of the flood control headquarters and over 3,500 employees from 39 enterprises have remained at their posts, maintaining a high level of vigilance and closely monitoring the typhoon's movement. At the same time, all flood control measures have been fully implemented. As of now, the production and operation of enterprises in the park have been normal, and no incidents such as damage and repair of chemical facilities, water, electricity and gas supply disruptions, or casualties have occurred.
